Work Capacities, LLC was established in 1992 to provide safe, accurate, and objective physical capacity testing for injured workers, individuals returning after extended health-related absences, disability applicants, and employees who need job-specific testing before returning to regular duty. The company serves injured workers, employers, insurers, medical providers, attorneys, case managers, and vocational professionals by offering functional evaluations that support clear and informed decision-making. Led by Scott Elms, PT, MSPT, a licensed physical therapist with more than 25 years of clinical experience, Work Capacities specializes in Work Capacity Evaluations, Functional Capacity Evaluations, pre-employment functional testing, return-to-work assessments, job-specific testing, and ergonomic evaluations.
Alex Swartz, PT, DPT
Physical Therapist · Doctor of Physical Therapy
Alex graduated with a Bachelor of Science in Exercise Science from George Fox University in 2020 and went on to earn his Doctor of Physical Therapy from Oregon State University in 2025. Alex also works locally in Newberg, Oregon, as an outpatient physical therapist and has a particular interest in treating and rehabilitating industrial athletes.
Alex focuses his treatment on methods that actively engage patients in their own care, helping them regain functional independence in the activities they not only need to do but also want to do. He approaches work capacity evaluations by prioritizing worker safety and identifying each worker’s maximum functional abilities.
Scott Elms, PT, MSPT

Scott Elms is a licensed physical therapist with more than 25 years of clinical experience and a strong focus on occupational health, work injury rehabilitation, and objective functional testing.
At Work Capacities, Scott specializes in Work Capacity Evaluations, Functional Capacity Evaluations, pre-employment functional testing, return-to-work assessments, job-specific functional testing, and ergonomic assessments and injury prevention consulting.

Experience and Specialties
Scott has extensive experience partnering with employers, case managers, and safety teams to provide defensible, objective, and data-driven evaluations. His approach ensures that testing is reliable, job-specific, and aligned with real-world work demands. He is passionate about helping businesses reduce injury risk while supporting safe, confident, and sustainable return-to-work outcomes.
His clinical background spans all major physical therapy settings, giving him a well-rounded understanding of musculoskeletal injury, functional performance, and progressive rehabilitation. Scott's hands-on foundation in manual therapy and individualized exercise prescription allows him to clearly differentiate between physical limitations, conditioning deficits, and safe functional capacity — an essential component of accurate WCE and PCE testing.
On a Personal Note
Outside of work, Scott enjoys spending time with his family, long road trips, and walks on the beach. You can often find him riding ATVs and hunting with his son.
Professional Leadership & Industry Contributions
In addition to his clinical practice, Scott serves on the Medical Review Unit (MRU) for the State of Oregon, providing medical arbitration and review services for physical therapy cases. He also works with the Severe Claims Division for workers' compensation insurance carriers, assisting with complex injury claims and functional capacity determinations.
Scott is available for expert witness testimony and regularly collaborates with attorneys, insurers, employers, and case managers in matters involving work capacity, functional limitations, return-to-work planning, and occupational injury cases.
Beyond evaluations, Scott provides onsite training programs focused on body mechanics, injury prevention, and workplace safety. He has also developed and presented onboarding training videos designed to help organizations promote safe work practices and reduce injury risk from day one.
Our Facilities
Work Capacities, LLC is located inside the Pilot Butte Medical Center. This building and parking lot sits directly behind the Emergency Room at St. Charles Medical Center. The facility is ADA accessible.
